Minister Mona Keijzer (public housing and spatial planning) has sent 4 adjustments in regulations from middle rental homes to the Upper and Lower House. These adjustments in particular must give private landlords in large cities more space in the short term, so that they do not sell their homes. In the home valuation system (WWS) there will be a WOZ price storage, the WOZ value of small national monuments will count heavily in the rental price and the lack of outdoor space no longer produces negatives. In addition, all students are given the opportunity to conclude a temporary lease.

The measures follow on monitoring the effects of recent rental regulations, including the Affordable Rental Rent and Fixed Rental Contracts Act, and tax rules on the rental market. This shows that the private rental market shrunk slightly in 2024. Given the high demand for affordable rental properties, the supply must grow. Private landlords in cities in particular sell their houses, because middle rental has become less profitable for them and selling the property at the market price is more. This increases the large shortage of affordable rental properties in the Netherlands.

“With these measures I want to ensure that landlords continue to rent instead of selling their property,” says Minister Keijzer. “Rental must be profitable for landlords and the rent must be affordable for tenants. With these adjustments this is better balanced, so that more affordable rental properties remain available for tenants.”

Adjustments for the home valuation system (WWS)

3 of the 4 measures fall within the home valuation system (WWS), the points system with which homes are valued to achieve a fair rental price. For example, for homes to which the current WOZ-CAP applies, a price storage will apply to the counting of a high WOZ value in the rent at popular locations. As a result, landlords can request the maximum rental price at the original point total, without these homes getting to the free sector above the middle rental boundary. In addition, the WOZ value of small national monuments will soon be more appreciated in the WWS and the 5 negatives for the whole lack of outdoor space will be deleted. Landlords can only immediately increase the rental price to the new maximum if a new lease contract is concluded.

Students

For all students it must be possible to conclude a temporary lease contract. Currently, only students who move from another municipality to the city where they are going to study will receive a temporary contract of a maximum of 2 years. That will now also apply to students who already live in that municipality. As a result, they get the same chance of a room with a temporary lease contract.

Temporary contracts offer landlords more flexibility and thus reduce the chance that houses are sold, the so -called. Nationally, almost half of the student residences are in the hands of private landlords.
