The Central Agency for the Reception of Asylum Seekers (COA) has started building an extra pavilion on the site of the application center for asylum seekers in Ter Apel without permission from the Groningen municipality of Westerwolde. A spokesperson confirms this to NU.nl after reporting from RTV North† The COA is forced to do this because the living conditions of the people at the location are said to be unacceptable.
