Every week young offenders of serious crimes are released unpunished because there is no room for them in closed institutions. De Standaard writes this on the basis of figures from the public prosecutors in Brussels, East Flanders and Antwerp. Other public prosecutors in Flanders could not (yet) give exact figures, but recognize the problem, says the newspaper.
