The job of informant Sybrand Buma was over this week. The result of his final report: the VVD is allowed to join D66 and CDA and everything now points to the formation of a minority cabinet. The only question is: what can such a minority cabinet do? You could see the beginnings of an answer last Wednesday, when the House of Representatives debated Buma’s final report.
