All departments, except Defence, must contribute to balancing the Dutch budget. For Justice and Security, this involves a structural amount of 190 million euros. The department will mainly pay for this through an increase in fines.

The ministry is struggling with disappointing fine receipts due to the failure of section controls and roadworks, as the spring memorandum also shows. This setback must be made up for by more intensive inspections in other places.

A fine for holding a smartphone while driving is now 380 euros, driving through a red light costs 280 euros. Being caught without a seatbelt will result in a fine of 160 euros. This will soon be increased by 10 percent everywhere in the Netherlands.
