From 15 May 2025, housing associations and care providers can apply for a subsidy again for the realization of care -suitable social rental homes. These homes are intended for older people who need intensive care (Wlz indication). The houses are, for example, suitable for the use of a wheelchair, with a spacious bathroom, sufficiently wide corridors and access doors. Due to the construction of these homes, the elderly can live independently for longer, even if they need more care at some point. The registration for the Careful Homes for Stimulation Regulation is open up to and including 28 November 2025. In total € 125 million is available in this round.

Adjustments in the scheme
- Extra focus is on clustered housing forms where people with and without an intensive demand for care (Wlz indication) live together. As a result, residents can help each other and people can continue to live independently for longer with support and care close by. For example, the reimbursement goes up for a home of two or more rooms suitable for a resident in a wheelchair without a Wlz indication. The minimum percentage of habitation of the care-suitable homes is also reduced to 15%by people with a Wlz indication.
- In addition, the scheme is also open to people with a Wlz indication because of an intellectual or visual impairment. In addition, an age limit of 50 years and older applies to this target group because they often get restrictions due to old age.
- The requirements for a home that is suitable for a resident with wheelchair are also adapted based on the accessibility standards of buildings (NEN 9120).
Allowance for additional costs
The subsidy scheme is intended to contribute to the extra construction costs of these care -suitable homes in order to encourage this type of homes to be built. Until 2030, the objective is to build 290,000 homes for the elderly. 40,000 of them are care-suitable homes in clustered housing forms, in which Wlz-Zorg can be delivered at home. 20,000 of these care -suitable homes are affordable homes that fall within the social rent. This subsidy scheme applies to this.
Applying for a subsidy
Housing corporations and care providers can rely on the stimulation scheme for care -suitable homes for both new construction and the renovation of existing buildings. The scheme is open from 15 May 2025 to 28 November 2025 via the Website of the Netherlands Enterprise Agency (The information on this page will be adjusted as soon as possible). Possibly applicants for this subsidy are also eligible for the Stimulation scheme meeting rooms in the elderly housing.
