For the endless attack and threatening of municipal officials in Hoogeveen, 55-year-old Daniël L. was eventually sentenced to a TBS with compulsory treatment. In addition, the man was imposed for a year in prison. The punishment corresponds to the requirement of the Public Prosecution Service (OM).
From September 2022, L. has made life sour from various officials for more than two years. Former citizen master Karel Loohuis and the current Burgemeester Martijn Breukelman of the municipality of Hoogeveen also had to undergo Scheldtonades and insults.

All this is preceded by a long -lending conflict about, among other things, a benefit repaying a loan. By exerting psychological pressure, the man tried to be right. He did not shy away from threatening suicide actions. “He caused great feelings of fear and hinded others in their work,” the judge said.
L. has been investigated psychologically. Various disorders have been found with him, who have worked in his actions. This makes the man attributable to a reduced extent. In addition, L. hardly demonstrates insight into his reprehensible action, the judge said. In short: he does not see what the consequences are of his actions and does not understand that he is sick and needs to be treated.
This is a complex and persistent problem, the judge ruled. Only a long -term and intensive treatment is needed to turn the tide. Without this treatment, the chance of recurrence remains high and society must be protected against this. The TBS measure takes as long as it is needed.
The latter also has to do with the fact on July 31, 2023 in Pesse where L. made stabbing movements towards three agents. Until then, L. had only spread threatening language. From then on, L. also seemed to want to attack physically. The judge also decided that L. will not contact his victims in any way in the coming five years.
L. already announced during the hearing that a TBS measure would be his death sentence. He has two weeks to appeal. In 2022, the OM also demanded TBS with compulsory treatment. The judge then thought it was more meaningful that L. started a conversation with the Hoogeveense Ombudsman, to find a solution. This did not get off the ground.
