Seniors bonus: what it is and who is entitled to the 850 euro allowance

25 thousand over 80s with ISEE under 6 thousand euros will benefit from the “universal benefit”. But it can be revoked

Starting from 2025, thousands of non-self-sufficient people over eighty – characterized by a high level of care need and an ISEE of less than 6 thousand euros – will be beneficiaries of the “Universal performance”. The provision provides for a monthly bonus of 850 euros which integrates the current accompanying allowance of 530 euros, thus leading to 1,380 euros the total sum allocated to carers, family assistants and services. Today the Council of Ministers gave the green light to the first implementing decree of law 33/2023, relating precisely to the reform of care for the elderly, as prescribed by the Pnnr.

who has the right to it

The “Universal benefit” is aimed at the elderly over 80 not self-sufficient with serious disabilities certified by INPS, already beneficiaries of the carer’s allowance and with an ISEE not exceeding 6 thousand euros. The measure will affect a total of around 25 thousand people who need continuous and constant care, 24 hours a day, 7 days a week. The funding allocated by the government amounts to 500 million in total for the next two years. However, if the expected budget is exceeded, the access criteria will be reviewed to further limit the number of beneficiaries. It should be underlined that the 850 euros per month must strictly be allocated to the remuneration of any carers or the payment of assistance services, under penalty of revocation. To finance the initiative, the government has foreseen a withdrawal from funds and programs already in progress, including 150 million from the Fund for non-self-sufficiency, 250 million from the national program “Inclusion and fight against poverty 2021-2027” and 100 million from “Mission 5” of the Pnrr.

The “Universal benefit”, introduced by the legislative decree on policies for the elderly, is not limited to providing economic support to the over 80s, but above all aims to counteract their isolation. The reform enhances the home as the main place of care and assistance, promoting active aging and the autonomy of those over eighty. To this end, social and health care will be integrated to guarantee complete and personalized care of the elderly, with a focus on telemedicine, teleassistance and home care.

The preventive approach is central to this vision, and will encourage an active, sport-rich and stress-free lifestyle. Furthermore, we will try to promote greater intergenerational involvement, with specific benefits that also extend to the transport sector. To favor it exchange between generationsnew forms of solidarity coexistence will be promoted, such as senior cohousing and the intergenerational cohousing which involves young people in disadvantaged situations.

“The law on the elderly is coming to fruition” commented the Minister for Family, Birth and Equal Opportunities, Eugenia Roccella. “And it was funded on an experimental basis because the resource situation is what it is,” he admitted. “This is a very great proposal because it is truly the first that takes care of the elderly with a personalized project in which they can choose. Of course”, commented Roccella, “the reform needs to be implemented, but in the meantime we have done ed it will start to be effective“.
