Van Dijk, the owner of the V&D complex, is responsible for refreshing the retail spaces on the ground floor, adding 39 apartments (31 Koop, 8 Middenhuur) on top of the complex and the renovation of the aforementioned parking cellar. The parking cellar will soon be accessible via the Hoofdstraat, the Marktplein and the former Laadplein of the V&D.

According to Rink, three birds with the plan are made in one fell swoop: less vacancy in the Emmer Center, a livelier appearance and the addition of more homes.

A few years ago, the municipality of Emmen presented a new plan for the shopping area between the Marktplein and De Weiert. In addition to the surroundings of the V&D building, the nearby Vlinderpassage, the Dalipassage, the Klepassage and the Pavilion building with many empty shop windows.

A new interpretation has now been devised for both the Pavilion building and the former tax office on the Dalipassage. The former is in the picture as a new housing for Cultuurhuis and Library Facet. In the tax office, the municipality wants to offer space to students and status holders.

According to project leader Thijs Klompmaker, the work will start next year. The necessary permits still have to be applied for. If that is round, both Van Dijk and the municipality can get started with their share in the project. The idea is to immediately take the renovation of the pavilion building. For example, the nuisance is concentrated in the center due to the construction work in the center and therefore limited.

After the work, the Mondriaanplein will follow, which will be provided with more greenery. The work is expected to be completed in the second half of 2027, says Klompmaker.

The total public investments in the area between Markt and Weert are now more than 26 million euros. It is also intended that private parties will also contribute to innovations in the area for another 70 to 90 million euros.
