In the budget of the Ministry of Housing and Spatial Planning, tackling the housing shortage remains top priority. That is why the government is committed to building houses more and faster and to better use the existing buildings. The cabinet will allocate € 5 billion for this in the coming years. Because the space in our country is scarce, we make careful and integrated choices about the use of the limited space in the new memorandum Space.

We are working together with market parties and co -governments. We do this not only by building faster, but also by making better use of existing buildings. To build. Accelerate housing
The cabinet wants to build sufficient, affordable homes and will allocate € 5 billion for this in the coming years. More than € 2.4 billion of this is spent through the realization stimulus. The realization stimulus stimulates the realization of affordable homes. Municipalities receive a fixed contribution of 7000 euros for every affordable home, the construction of which has started from 2025.
This year, the cabinet is making administrative agreements on the existing and new large -scale housing locations and the financial support thereof. The new homes must of course also be accessible. Via the Mobility Fund, the government spends € 2.5 billion on the construction of infrastructure on new housing locations.
The construction of homes must become easier, faster and cheaper. The cabinet will therefore continue with the implementation of the Stoer program (deleting conflicting and superfluous requirements and regulations). In that context we adjust the building regulations, we look at where rules can be deleted or better applied and we accelerate objections and appeals procedures. Housing construction can also be accelerated by setting up the planning differently and planning it in parallel. With the Innovation and Schaking program, we are committed to digitizing and industrialization of the construction chain. By making more use of data, we can accelerate housing projects.
Modernizing land policy
Available land is essential for housing. We are working on modernizing land policy to make and accelerate area development. We are focusing on a system that ensures that the increase in value, by changing a function of the land, can be used for accessibility and the realization of affordable rental and owner-occupied homes.
Better maintain and use existing buildings
To reduce the housing shortage, every home and every place of residence counts. That is why we are fully committed to making better use of the existing buildings and associated environment. For example through transformation, top -up, living in the outskirts, splitting, housing parts and hospita rental. We consider under which conditions housing parts and splits can become permit -free or free. We also want to limit vacancy of buildings to a minimum. To achieve this, we work on, among other things, the Hospita rental and changing the vacancy law. Better use of existing buildings must, among other things, become part of the living task for fellow authorities, corporations and association of owners (VVE) as standard and therefore be allowed and realized as much as possible.
In 2026, the National Approach Foundation Problems will also be working for which € 56 million will be available in the coming years. We focus on better information provision on foundations, organizing implementation power and learning through an area -oriented approach. In addition, in 2026 the government will make additional € 20 million available for the Sustainable Foundation Restoration Fund.
The Public Housing Direction Act
The cabinet strives to ensure that the Public Housing Direction Act can come into effect in 2026. This law ensures that governments can return to how much, where and for whom they are going to build. Two -thirds of the 100,000 homes to be built per year must be affordable and 30% social. Part of the law is the accelerating of appeal procedures so that housing is getting off the ground faster. Also, a permit is no longer required for building informal care and family homes on your own yard.
No more priority for status holders, but extra living options
The government is working on a law that prohibits municipalities from giving status holders priority over a social rental home. The position of status holders must therefore normalize compared to other home seekers. Status holders are responsible for arranging their own accommodation, for example through their network or private rent. The cabinet also stimulates housing parts by status holders. To support this deployment, the government will withdraw € 79 million extra in the coming years on top of the € 100 million already available for the realization of (non -independent) flex homes and transformation of buildings into living space. Those homes must become available for various emergency seekers, Ukrainians and status holders. This is part of the coherent approach of the government to improve the asylum chain.
Higher rent allowance for more households
Various changes are also made to the housing allowance that improve the affordability of rental costs. Due to a lower personal contribution, most households will receive more housing allowance. A larger group of tenants is also eligible for housing allowance: households with a low income and a rent higher than € 900.07 (price level 2025) can also be entitled to housing allowance from 2026. These households can improve up to more than € 6,000 a year.
Improve Investment Climate
An attractive investment climate is important to build enough homes. That is why the government makes investing in rental properties more attractive by reducing the transfer tax for landlords from 10.4% to 8% by 2026. In order to maintain the range of affordable rental properties, the government is also working on targeted adjustments to the Affordable Rent Act that give landlords more room to continue to rent out.
Lower energy bill by sustainability
With the National Insulation Program, the government wants to further reduce the energy bill of households. To help people from A to Z with making their home more sustainable, we work at one counter, the Energiehuis, and applying for subsidies and financing is simplified and bundled. National Heat Fund helps homeowners to finance the sustainability of their home. Owners with an income up to a maximum of € 60,000 can borrow interest free for this. The budget of National Heat Fund is increased by € 750 million, partly from the Social Climate Fund on which the European Commission still has to decide.
The government wants buildings with a social function more sustainable through insulation and energy -efficient installations. These are, for example, schools, healthcare institutions, municipal and government buildings and sports facilities. These buildings can have a poor energy label and are struggling with high energy costs. More than € 400 million will be available for this in 2026.
New Space Nota
Direction of the design of the Netherlands is necessary because the space is scarce. In addition, the large spatial tasks in the field of housing, accessibility, energy, defense, economy, agriculture and nature are not independent of each other. For example, housing is not possible without accessibility or the certainty of a connection to the energy network. This requires making coherent and integral choices. That is why the cabinet is taking control of spatial planning. In the new Spatial Policy Document we make careful and integrated choices about the use of the limited space. The co -authorities also play an indispensable role in the design of our country. Together with them we work on area -oriented plans and energetic implementation thereof. The use of data is crucial.
Better liveability in vulnerable areas
With the National Program for Liveability and Safety (NPLV), the government pays attention to people in vulnerable situations and contributes to improving the quality of life in neighborhoods and regions. In the coming year, the construction of more than 10,000 affordable homes will start in these areas and the cabinet will invest € 35 million from the realization stimulans in public spaces and the facilities that go with it. The government is also making more than € 128 million available with the Spuk promising neighborhood, including for increasing the equality of opportunities for children and young people.
