The Realization Incentive has been definitively established and published in the Government Gazette on Wednesday, November 5, 2025. With this new scheme, the government supports municipalities in building more affordable homes. From 2026 to 2030, municipalities will receive a contribution of €7,000 per affordable home for which construction started the year before.

Minister Mona Keijzer of Housing and Spatial Planning (VRO): “The housing shortage is great and all municipalities are contributing to the solution. With the Realization Incentive we support every municipality that builds affordable housing: simple, predictable and with limited administrative burdens.”

Simple and predictable contribution

The Realization Incentive makes the construction of affordable homes throughout the Netherlands more feasible. Municipalities receive the contribution based on the number of affordable homes whose construction started in the previous year. The scheme contributes to the realization of sufficient affordable housing: social rental, mid-range rental and affordable purchase. A total of approximately €2.5 billion is available for the scheme.

Together with the Housing Development Incentive and the Area Budget, the Realization Incentive forms a coherent package of financial schemes with which the government supports municipalities in their housing construction task.

Municipalities decide themselves about the use of resources

Municipalities can use the contribution of €7,000 per home at their own discretion. The scheme is intended to strengthen local housing construction and offers municipalities the freedom to spend the resources in the way that best suits their housing construction task. For example, they can use the funds for investments in area development, setting up a fund for affordable housing or reserving the funds for future projects.

Call to municipalities: start counting now

Municipalities can apply for the contribution for all homes that will be under construction in 2025 and fall within the affordable segment (with the exception of projects that have previously received a contribution from, for example, the Housing Development Impulse). In order to be able to provide a complete registration later, it is important to start keeping track of homes for which construction started in 2025. This means: checking whether homes fall into the affordable segment, registering the start of construction of affordable new-build homes in the Basic Register of Addresses and Buildings (BAG), identifying new homes that are created through transformation and checking whether projects have not previously received a contribution from the government from another housing scheme.

The annual statement of homes for which construction has started is provided during the regular SiSa accountability moment.
