People who have an indication for the nursing home cannot always go there. There are too few places and that is why it is policy to take care of people in their own home for as long as possible. But whether that care is sufficient, there is little vision on that. Richer elderly people buy extra care themselves, but those who do not have the resources threaten to languish.
