European heads of state and government have called on the European Commission to “propose options for support based on Ukraine’s financial needs as soon as possible.” This is stated in the conclusions of Thursday’s European summit in Brussels. They have therefore not yet given a political green light for developing a proposal to use Russian assets for a recovery loan for Ukraine.
