A couple from Valthermond must dismiss nine of their fourteen Rottweilers from the Council of State. According to the highest administrative court in the Netherlands, there is a commercial dog breeding, and that is not permitted at the place where people live.

Two neighbors of dog lovers, including a couple, say they have great burden of the barking Rottweilers. “We love gardening, but I will no longer go into the garden without earplugs,” the man said earlier this year at a session at the Council of State in The Hague. “The barking continues. The whine can also be heard of the dogs in the living room.” The woman said she no longer feels at home in their home. “The house is dear to us, our son was born there. But we now leave the house as much as possible.”

According to the couple that the dogs holds, the neighbors’ complaints were ‘grossly exaggerated’. They have purchased a decibel meter, which indicates that the sound of the dogs does not exceed the permitted level. The barn in which the Rottweilers stay would also be covered with soundproofing material.

At the Council of State, the couple denied that they are professional breeders of Rottweilers. They went to dog shows with their animals, but they only did that as a hobby. The highest administrative court now believes that there is a business dog breeding. Municipal inspectors have regularly found adult dogs and puppies. The man also acknowledged that he sometimes sold dogs.

The couple can now only keep five Rottweilers. With that number there is no question of a business dog breeding yet.
