LIVE. Human Rights Watch asks Russia and Ukraine to stop cluster munitions – Moscow calls on civilians to evacuate from two Ukrainian cities

Both Russia and Ukraine must immediately stop using cluster munitions on the battlefield. Human rights organization Human Rights Watch (HRW) makes that call today in a report on the consequences of the use of cluster bombs in Ukraine. The Russian military leadership has urged aid agencies to evacuate the eastern Ukrainian cities of Kramatorsk and Slovyansk. Ukraine has proposed to Russia to exchange Russian prisoners of war for badly wounded Ukrainian soldiers holed up in the Azov stable factory in the besieged port city of Mariupol.
