Minister Mona Keijzer of Housing and Spatial Planning has today started the internet consultation on changes in the Housing Act, the Rent Prices Implementation Act and the Housing Allowance Act. The changes provide housing associations more certainty about their investment space, so that they can continue to build affordable rental properties and improve existing homes.

There is a large shortage of affordable homes, especially for households with a narrow exhibition. Housing corporations play an important role by offering good and affordable homes. Stable and predictable rental policy is crucial, both for their investments and for the tenants who want to know how their rent is determined.

Proposed changes

Most changes arise from the National Performance Agreements 2025-2035, which were signed at the end of last year by the minister, the housing associations (AEDES) and municipalities (VNG). It has been agreed in these agreements that the new rules will also be laid down by law.

This includes the following changes:

  • Adjustment Calculation Maxon Maximum Rental Stuff and Annual Rent increase: There will be a fixed way to calculate these amounts, based on the average of the inflation of the previous three years. This ensures stability and clarity and dampens the effect of a year with high inflation in the rental increase.
  • Higher rental limit with appropriate allocation for energy -efficient homes: For households with a low income, a higher rental limit is set for homes with an A+label or better. With this, homes with an A+label and higher can be assigned more often to people with lower incomes. The property remains affordable for them because the energy costs are almost certainly lower.
  • Uniform format for new construction plans: With the local performance agreements on housing policy, housing associations, municipalities and tenant organizations will use a mandatory format to make new construction plans clear and clear.
