Since Javier Milei assumed the presidency, the Government moved forward with a plan to cut back the State that involved the dissolution, merger or transformation of more than a hundred public organizations. The strategy, identified by the ruling party itself as “the chainsaw,” was implemented through decrees of necessity and urgency, the Base Law and the powers delegated by Congress, with the aim of reducing spending and concentrating functions.

The process had a strong impact on public employment and in sensitive areas such as disability, human rights, culture and state communication. According to official and union figures, the cuts included tens of thousands of layoffs and the closure of historic State structures.

Among the most emblematic organizations reached by the restructuring are three that became symbols of the adjustment: INADI, Telam Agency and the National Disability Agency (ANDIS).

INADI was closed in February 2024 and its functions passed to the Ministry of Justice. The decision generated questions from human rights organizations and political sectors that interpreted the measure as a setback in anti-discrimination policies.

Télam, for its part, was intervened in March 2024 and later converted by decree into a state advertising agency. Since then, it has ceased to fulfill full journalistic functions and its staff has been reassigned to other public media or left undefined. The Government has already announced its intention to move forward with total privatization.

The most recent case is that of ANDIS, dissolved in December 2025 by DNU 942. Its powers, including the management of disability pensions, were transferred to the Ministry of Health. The measure came amid a scandal over alleged internal irregularities and led to the departure of high-ranking officials.

The adjustment also reached the cultural area. The former Kirchner Cultural Center was renamed Palacio Libertad and lost administrative autonomy, while the National Theater Institute and the INCAA were converted into organizational units with strong budget and personnel cuts. In parallel, the Ministry of Culture was demoted within the state organization chart.

Before the expiration of the powers delegated by the Base Law, in July 2025, the Government accelerated the dissolution of organizations linked to transportation and public works. These included the National Road Directorate, the National Road Safety Agency and the CNRT, whose functions were centralized or transferred to new structures.

Institutes and entities in areas such as agriculture, health and the environment were also eliminated, in addition to a wide list of trust funds, such as the Wheat Stabilizing Fund and Procrear. For the ruling party, these decisions made it possible to reduce expenses and “organize” the State; For the opposition and different social sectors, they meant the dismantling of key public policies.

The closure and reconversion of these organizations became one of the most controversial axes of the Milei management and continues to be a source of political, judicial and social debate.
