“A ticking time bomb” with a “very high risk of recidivism”. The advice from the Public Prosecution Service regarding the ankle bracelet for serial killer Freddy Horion (78) was downright damning. And yet the sentencing court decided to give Horion an ankle monitor. Striking: the advice – four pages long – was subsequently leaked to the Belga news agency.
