The much-discussed EU migration pact will enter into force next Friday. Despite two years of preparation time, not all member states are ready yet. EU migration ministers granted each other a ‘start-up period’ during discussions in Luxembourg. The key question remains unanswered: how long will it take before everything functions properly?
