Edwin Velzel started immediately as an external advisor to the Ministry of Health, Welfare and Sport (VWS). In his role, Velzel guides the parties in the field in the preparations for the establishment of the Integral Care Agreement, and advises the minister on this.
The Integral Healthcare Agreement focuses on ensuring that curative care is also accessible and sustainable in the future and thus focuses on the Health Insurance Act (Zvw). Normally, Outline Agreements (HLAs) are concluded in which sectoral agreements are made in the healthcare sector. The Integrated Care Agreement aims to make agreements throughout the Zvw chain and is therefore more comprehensive than an HLA. Attention is also paid to the ‘border areas’, such as prevention in the Zvw and agreements with the social domain, insofar as these are directly related to Zvw care.
Velzel has a strong connection with the healthcare field and brings years of management experience in the public domain. He was, among other things, chairman of the board of Univé VGZ and currently Chief Executive Officer at PGGM. Recently, Velzel has also fulfilled the role of independent chair of the expert team for COVID care in hospitals on scaling up in relation to regular care. The appointment of an external advisor is for the coming months. The conclusion of an agreement, but above all its actual implementation, will demand a lot from all parties involved in the coming period. The aim is to reach agreements this summer.
