Donald Trump’s sloppy course around Ukraine revolves around another country; and it’s not Russia

At first glance, American policy regarding the war in Ukraine appears to be inconclusive. President Donald Trump wants to deliver Tomahawk missiles one moment and then he doesn’t the next. Or he shouts that Kiev can reconquer all the lost territory from Russia, just as easily proclaiming that the besieged country must accept its losses.
