The compensation of victims in the benefits scandal is at such a standstill that full recovery for all parents threatens to take fifteen to twenty years. The recovery operation is substandard and a “cluttered and unmanageable tangle”, the committee led by former MP Chris van Dam judges in an emergency advice.
