On or around January 1, 2023, some rules for education will change. This has been announced before, but the most important changes are listed again below.
Primary and Secondary Education
Pupils get a fairer chance in the transition from primary to secondary education
The final test in group 8 will be changed to a transfer test, to emphasize that schools check how students are doing on several occasions. To combat inequality of opportunity, the transfer test will be taken earlier in the year from school year 2023-2024 and all group 8 students will then register for secondary school at one time (in the week before 1 April). As a result, all pupils have an equal chance of being placed at their preferred school at the level that best suits them.

Experiment with educational care arrangements has started
The ‘Experiment educational care arrangements’ will start on 1 January. For five years, schools and partnerships may develop and implement initiatives in which they combine education and care. In doing so, they may deviate from existing legislation and regulations in the field of funding, teaching time, content of education and location of education. The aim is to create a better range of tailor-made solutions for students with complex support needs.

Mandatory registration of Ukrainian pupils in temporary educational facilities
Since last year, school boards have had the option of quickly and flexibly setting up temporary educational facilities to accommodate children from Ukraine in education. There are as few formalities as possible associated with the start of a temporary educational facility. From 1 January, schools are obliged to register in the student administration which students attend education in the temporary facility. DUO has adapted the registration of institutions and study programs (rio) for this purpose.
Secondary vocational education
MBO students are also entitled to a management grant
From 1 January, MBO students will also be entitled to a grant if they become a board member of a political youth organization or of a national organization that is committed to MBO. This already applies to higher education students. The exact rules for applying for a grant will be published later in January.

Extension of regional investment fund scheme for vocational education
The minister has decided to extend the 2019-2022 regional investment fund scheme for secondary vocational education by one year. The scheme originally ran until the end of 2022. Partnerships of MBO schools, employers and regional governments can therefore apply for a subsidy in 2023 under the same conditions as in previous years.

Change in classification of RMC regions for regional approach to early school leaving
The regional approach to early school leaving in the Netherlands is divided into different regions. Within such a region, schools and municipalities jointly make agreements about measures to prevent early school leaving and about the guidance of young people in a vulnerable position. Each region has a contact municipality for the Regional Reporting and Coordination Function (RMC) for early school leaving. As a result of a number of municipal reorganizations, the division within some RMC regions is changing. This change has no financial impact on the distribution of resources across the regions.

Change in regulation to strengthen the salary mix of teachers in secondary vocational education
With the Administrative Harmonization of Vocational Education Act (Bulletin of Acts and Decrees 2021, 548), the agricultural training centers (AOCs) have been converted into separate MBO institutions and separate VBO schools as of 1 August 2022. From 2023, the MBO institutions and VBO schools in question will therefore be funded separately from each other. That is why, from 2023, VBO schools will no longer receive additional funding under the Regulation on strengthening the salary mix of secondary vocational education teachers in the Randstad regions, but on the basis of the Regulation on strengthening the job mix of full-time teachers in the Randstad regions. In 2023, the MBO institutions will continue to fall under the Regulation on strengthening the salary mix for secondary vocational education teachers in the Randstad regions.

New registration system for institutions and programs in higher education and vocational education
As of 1 January 2023, the Registration of Institutions and Programs (Rio) will come into effect. Rio replaces the Key Register of Institutions (BRIN) and the Central Registers for programs in higher education and vocational education (Croho and Crebo respectively). With the Collective Act OCW 2022 and the amendment decree, the references to the Croho and Crebo are changed to references to Rio. In addition, the decision mainly contains a change to the method of payment of tuition fees.

Faster higher sanctions at schools where things are not going well
In order to improve education, the adjusted Policy rule on financial sanctions for government-funded educational institutions 2022 in. This adjustment is part of a broader package of measures from the coalition agreement in the field of supervision to ensure faster recovery in schools that are not doing well at the moment. This change means that funding in primary and secondary education will no longer be suspended, but will be deducted immediately. The height of the sanction varies in the first 3 months of the sanction from 0 to 15%, in the following months it will be possible to withhold a higher percentage of the funding. In secondary vocational education and higher education, funding is still suspended in the first 3 months of the sanction, a percentage of 10 to 25%. A higher sanction percentage is possible in the following months.
