The municipality of Midden-Drenthe has the hamlets of Alting and Smalbroek, located around Beilen, in mind for new construction. By 2030, approximately 630 new homes should be built in the municipality, most of these homes will be located near Beilen.

According to the municipality, Alting and Smalbroek are conveniently located in relation to Beilen and can be well connected to (motor) roads. In addition, the locations are also easily accessible by rail and bicycle. The council has therefore decided to designate these two areas as preferred locations.

As a means to start building at these locations, the municipality of Midden-Drenthe has established pre-emptive rights. This means that if an owner wants to sell land or rights, he is obliged to first offer them to the municipality. The municipality then has the right to accept a purchase proposal.

However, the municipality is not obliged to respond to this. If the municipality does not use the pre-emptive right, the owner is free to offer the rights to the market for a period of three years. After those three years, the municipality comes back into the picture as a buyer.

According to Midden-Drenthe, the pre-emptive right has no direct influence on the residential environment and the business operations of existing companies. Companies can continue as normal and can also be changed or expanded if desired.
