Fixed costs of cars, motorbikes and scooters: some increases for drivers and owners are expected from January 2026, while others are averted. Fuel costs, particularly diesel, and insurance are expected to rise but the amounts of road fines will not be increased. In fact, the Milleproroghe decree launched on Thursday 11th by the government blocked the updating of the amounts for road fines, leaving the value of the fines unchanged which, in the absence of intervention, would have increased by approximately +2% starting from next January. Without this stop, the fine for the parking ban would have gone from 42 to 43 euros, the fine for entering restricted traffic zones from 87 to 89 euros, exceeding the speed limit above 60 km/h from 845 to 862 euros, the fine for going through a red light from 167 to 170 euros, the non-use of seat belts from 83 to 85 euros, the fine for using a mobile phone while driving from 250 to 255 euros, just to give a few examples. The last increase for sanctions dates back to 2019, when the amounts increased by +2.2%, before decreasing by -0.2% in 2021.

diesel and petrol

With the realignment of excise duties, however, there will be an increase in taxation on diesel of 4.05 euro cents per liter for diesel which will bring an increase in revenue of 552 million euros to the state coffers in 2026. According to the calculations of the consumer association, also considering the 22% VAT, a 50 liter tank of diesel will therefore cost 2.47 euros more from next January than today, with a greater outlay on an annual basis, assuming two full tanks per month, from +59.3 euros per car. At the same time, Codacons recalls, there will be a reduction in the excise duty on petrol, but for example in May, when the excise duty increased by 1.5 euro cents, the price of diesel fuel at the pump immediately increased, while for green fuel, despite a reduction in the excise duty of 1.5 cents, the reductions were minimal.

insurance

Further increases for car insurance are also possible. One of the measures contained in the omnibus amendment to the budget bill, in fact, increases the rate for car insurance relating to the risk of injury to the driver and risk of roadside assistance from 2.5% to 12.5% for contracts stipulated or renewed starting from 1 January 2026. A measure which should bring 115 million euros into state coffers next year. Codacons recalls that car insurance prices have already recorded significant increases: compared to 2022, the average cost of a policy has undergone an overall increase of 17.5%, going from an average of 353 euros in January 2022 (IVASS data) to 415 euros in the second quarter of 2025.
