A new stop comes from the Court of Auditors on the bridge over the Strait. After having already denied the legitimacy of the Cipess resolution which concerned the allocation of resources and the approval of the executive project of the bridge over the Strait at the end of October, the accounting magistrates also said no to the third additional act which regulates the relationship between the Ministry of Transport and the concessionaire company Stretto di Messina Spa. But the minister Matteo Salvini confirms that he is determined to move forward. Not even the leaders of the Strait of Messina show any surprise as they are awaiting the reasons behind the Court’s resolutions and have in the meantime decided to convene a Board of Directors on November 25th to examine the situation.

Meanwhile, the accounting judiciary has made it known that it has denied the legitimacy of decree no. 190 of August 1 adopted by the MIT, in agreement with the Ministry of Economy and Finance, “containing «Urgent provisions for the creation of the stable connection between Sicily and Calabria». Approval of III Additional act to the agreement of 30 December 2003, no. 3077, between the MIT and the company Stretto di Messina spa”. For Transport Minister Matteo Salvini, today’s decision “is the inevitable consequence of the first stop by the Court of Auditors”. He therefore says that the ministry’s experts are already working to clarify all the points and assures that he is still “absolutely determined and confident”. Moreover, it is the MIT itself that explains that the failure to register the inter-ministerial decree, which gives consent to the third additional act of the Strait Bridge, comes at the end of a broad discussion held today before the Court of Auditors during which, first of all, the preliminary issue of the preclusion effect that the failure to register the Cipess resolution has on today’s decision emerged. Thus the ministry also says it is “confident about the continuation of the administrative process while awaiting the Court’s reasons”.

Also awaiting the reasons from the accounting judiciary is the person directly involved, i.e. the concessionaire company Stretto di Messina Spa, which, like Salvini, does not appear surprised. “I don’t consider it a new act as the topics covered are closely linked”, commented president Giuseppe Recchi. “The lack of approval with the consequent registration by the Court of Auditors was foreseeable” echoed the CEO Pietro Ciucci, explaining that “the agreement is functionally linked to the resolution approving the final project of the Cipess bridge on 6 August, for which the Court refused approval on 29 October”. And for both measures the Strait of Messina is now awaiting the reasons in the belief that, according to Ciucci, “all the new insights requested will be provided – by the competent institutions”. Furthermore, the company assures its “full collaboration” to continue with the construction of the bridge, which it considers to be a “strategic work of pre-eminent national interest, as defined by law”.
