From 1 April 2025, municipalities can request a budget again to support residents who need it the most in isolating their home. € 471 million is available in the third tranche of the Local approach to the National Insulation Program (NIP). This allows municipalities to support at least 213,000 homeowners and residents in mixed associations of owners with poorly insulated homes.

The local insulation approach consists of three tranches to be able to insulate a total of 750,000 homes up to and including 2030. In 2023, 337 of the 342 municipalities of budget requested budget and in 2024 there were 340. This already had a total of almost € 1.1 billion paid to municipalities. With this third and last tranche, another € 471 million is added, of which € 25.5 million is specifically intended for do-it-yourself measures And € 13.4 million for municipalities that can make extra homes more sustainable. This latter amount was added to the budget after the internet consultation.

Changes third and final round

With budget from the third tranche, municipalities can build on the insulation approach they have developed with budget from the first and second tranches. A number of changes have also been made to make the scheme more implementable:

  • The WOZ values ​​used in the scheme that must include 80% of the homes in the approach have been updated to the values ​​of 2024. This allows more homes to participate.
  • The implementation times for all tranches are paralyzed. This allows municipalities to use the budget from all tranches up to and including 2028. They also have the option of applying for twice an extension for one year.
  • Municipalities only have to provide monitoring data once a year instead of twice.
  • The regulation also has been relaxed and clarified under what circumstances which part of the budget will be recovered.
