The government wants the central government to work more effectively and more efficiently, and thereby making clear choices. For example in the field of external hiring, administrative processes and the use of digital possibilities. Minister Uitermark of the Interior and Kingdom Relations writes this in a letter to the House of Representatives.
The government program agrees to work on a system change at the central government: less bureaucracy, fewer rules, less administration and accountability costs, and more working as one organization. Focus is the importance of citizens and companies. At the same time, the government stands for large tasks and there is a shortage on the labor market. According to the cabinet, all this together requires a critical view of the functioning of the empire. This is a budgetary target of 22% associated with 1 billion euros structurally.
Sharp choices
For each ministry, the possibilities for cutting back are looked at, because there is the best view of the choices and the consequences thereof. However, general frameworks have been agreed. For cuts on staff, it is first looked at the reduction of external hiring. Furthermore, there is no vacancy stop for the time being, but it is critically examined whether opening vacancies is needed. By filling vacancies internally, expertise and knowledge are also retained. We also look at savings options at the General Administrative Service (ABD) where top officials are employed. A separate letter to Parliament about the reform agenda for austerity of the ABD system, as agreed in the government program.
Finally, attention is paid to working more efficiently. Consider the use of capacity where that is most necessary and reducing administrative processes. But the use of artificial intelligence can also play a role in this. The Chamber is also further informed about this.
Quality first
Ministers themselves report on the choices they make in the context of the budgetary task in the departmental budgets and annual reports. The financial perseverance of the choices now made will be visible in the supplementary budgets at Spring Memorandum 2025. The government -wide image is reflected in the annual report Operations (JBR), which looks back on the previous year. The next JBR will be sent to the Lower House in May 2025, and is about 2024. 2024 applies as a baseline measurement for the performance of the task. The Ministerial Committee for the National Service Task supervises the execution of the task and monitors coherence.
