The internet consultation of the amendment to the Integration 2021 (RI2021) scheme has started. Extra grounds for extension of the integration period are presented in the scheme. These include the lack of childcare and having paid work. Everyone is invited to respond to this via the internet consultation.

The reason for the change in the RI2021 is signals from municipalities and DUO, among others. Integrators must meet the integration obligation within 3 years. In practice, there appear to be delaying circumstances. At various of them, the causes are not due to the integrator.

Lack of childcare

Due to the national shortage of childcare places, integrators cannot always participate in integration lessons. That is why they are delayed. In practice, female status holders are mainly inconvenienced.

Combination of work and integration

In addition, there are integrators who have paid work and that it is difficult to combine with integration. To eliminate this obstacle, the proposal to enable an extension for integrators who work at least 32 hours a week for at least 6 consecutive months during the integration period.

Early start

There will also be an extension ground for asylum status holders who are already starting the integration process in a reception location of the COA (the so -called early start). In an AZC, the facilities and conditions for integration are less favorable than with housing in a municipality. This can lead to the status holders need more time for their integration. The Ministry of JenV hopes to stimulate municipalities with the early start, one of the ambitions from the WI2021, to work with this change in the Regulation.

Entry into changes

In total, 7 adjustments to the scheme have been proposed, including tightening of existing grounds for extension.

The internet consultation is open up to and including 6 April. After closure, the amendment scheme will be submitted to the responsible State Secretary of Justice and Security for approval and signature. Then publication takes place in the Government Gazette. The aim is to have the amended regulation committed by 1 May by law.
