On February 24, 2025, the European Union (EU) adopted a new sanction package against Russia. The aim is to further inhibit the Russian war industry. And to take extra measures against circumventing sanctions, for example aimed at the Russian shadow fleet.

EU: Sanctions against Russia
The EU has established sanctions against Russia for the illegal invasion of Ukraine. The sanctions remain necessary to further increase the pressure on Russia, and to undermine the possibilities of Russia to continue the war. Among other things, sanctions make it more difficult for Russia to continue to pay for war.
The new sanctions in short
83 new people and organizations on the sanction list
The EU has added 48 people and 35 organizations to the sanction list. There are also new rules that make it easier to introduce measures against people and organizations involved in the Russian shadow fleet and the Russian war industry.
Measures against the Russian shadow fleet
The EU imposes sanctions against extra ships that are part of the Russian shadow fleet. These ships are involved in the circumvention of the oil ceiling or transporting stolen Ukrainian grain. With the sanctions, the ships no longer have access to European ports and services. This prohibition now applies to 153 ships.
Transaction ban financial institutions that use SPFS
The EU imposes a transaction ban on financial institutions outside of Russia that use the ‘System for Transfer or Financial Messages‘(SPFS) of the Russian Central Bank.
More export restrictions
The EU has imposed stricter export restrictions on 53 organizations that support the Russian war industry. A third of these organizations is Russian, but it also concerns companies from China, India, Kazakhstan, Singapore, the United Arab Emirates and Uzbekistan that have been involved in circumventing sanctions or the trade in military goods or parts.
There are also trade restrictions on even more goods that Russia earns money, such as aluminum and types of plastic and rubber. And export restrictions on products that Russia can use for weapons and military systems. This includes chemical agents such as chlorine picrine and remote controls used to control unmanned aircraft.
Temporary prohibition on Russian media channels in the EU
The EU draws the temporary employment transfers of 8 Russian media janstins in: EAdaily / Eurasia Daily, Fondsk, Lenta, Newsfront, Rubaltic, Southfront, Strategic Culture Foundationand Krasnaya Zvezda / TVZVEZDA. These channels are under the permanent supervision of the Russian state, and are an important Russian instrument in the rights of the war in Ukraine and destabilizing neighboring countries and EU member states.
Transport
The EU is expanding the flight ban to all airlines that carry out domestic flights in Russia, or export aircraft or other goods for Aviation to Russian airlines.
The existing prohibition is also tightened to transporting goods by road within the territory of the EU, at companies that are 25% or more in the hands of a Russian natural or legal person.
Other
The new sanction package also includes:
- Further restrictions for the export of goods and technology (software) that are intended for finding oil and gas. To further inhibit Russian production.
- A ban on offering temporary storage for Russian crude oil within the EU.
- Extra measures against Belarus (Belarus), including restrictions in the delivery of services and software, crypto-wallets and transport.
- Additional restrictions in providing services from the EU to the Crimea and Sebastapol, and the areas occupied by Russia in Donetsk, Herson, Loehansk and Zaporizja.
Do the sanctions against Russia have an effect?
The sanctions against Russia touch the Russian treasury. Among other things, € 300 billion from the Russian Central Bank is blocked in the EU and G7 countries.
