There are many new features of new Decree Pnrr approved by the Council of Ministers to speed up the spending process and to make those who will have to use the funds more responsible, as well as to strengthen the administrative capacity of the institutions involved. There are many different fields of intervention, let’s discover them.
Pnrr decree, the carers bonus arrives
A is introduced bonuses for those who, starting from 1 April 2024, will hire a carer for a non-self-sufficient person over eighty and already in receipt of the carer’s allowance. This will be granted with a 100% exemption from social security and insurance contributions paid by the employer with a limit of 3,000 euros per year. It must be said, however, that the bonus is due to employers with an ISEE of up to 6 thousand euros.
Digitalization and green transition
The resources of the Revolving fund for the implementation of the Next Generation EU-Italy for the years 2024-2026 which has the task of financing interventions aimed at the digitalisation and green transition of Italian companies. 6.3 billion euros have been allocated, in addition to the 6.4 billion already foreseen by the Budget Law, thus reaching a total of approximately 13 billion in the two-year period 2024-2025. These will be used to recognize a tax credit for companies that make new innovative and green investments. A step forward towards digitalisation will be the introduction ofIt-Wallet, a virtual wallet designed to store various documents, from a driving license to a health card. Free entry for citizens and businesses is confirmed.

Credit license for workplace safety
Starting from October 1, 2024the “credit” license for safety at work. The new document with 30 points will be issued to companies and self-employed construction workers with all their paperwork in order. The decree aims to fight illegal work and irregularities in procurement. In the event of offences, in fact, both the one and the other will suffer the deduction of the points up to the suspension of the activities and the payment of a fine of up to 12 thousand euros. The maximum “penalty” comes with a fatal accident: 20 credits and a stop to activities, but with a training course and a minimum of 15 credits you can go back to work. The release will be carried out by the National Labor Inspectorate after certain obligations. To strengthen the control action on compliance with the rules, the decree also provides for the hiring of another 766 labor inspectors.
The Commissioner of Student Housing
To achieve the objective of the Pnrr of 60 thousand beds for students by June 2026 will be appointed a Commissioner on the proposal of the Minister of the University who will work within the Mur itself. Operationally, for the construction of residences universities are strengthened collaboration with the State Property Agency. Public universities and research institutions will be able to request support from the Agency’s Structure for the Design of Public Goods and Buildings as a contracting authority.
The Pnrr decree also includes the fight against fraud
