In 2023, the Netherlands will make 2.5 billion euros available for support to Ukraine. The government expects this amount to be needed for military support, support for critical repair work and contributions to the fight against impunity. The Council of Ministers has agreed to this on the proposal of Ministers Schreinemacher (Foreign Trade and Development Cooperation), Hoekstra (Foreign Affairs), Ollongren (Defense) and Kaag (Finance). The exact use of the contribution depends on the needs of the Ukrainians and thus the course of the war.
Ukraine will also need significant international support next year. The Russian war in Ukraine continues and has developed into a war of attrition. Every day, Ukrainian armed forces fight for their freedom, security and prosperity, and therefore that of the whole of Europe. With the decision to set aside money now, the government is sending a message of undiminished Dutch solidarity to the Ukrainian people, who can count on predictable Dutch support for as long as necessary.
The military support will be provided from its own stock and through commercial procurement. The Netherlands is committed to cooperation and coordination with other countries and the defense industry. The aim is to increase the effectiveness of the deliveries for the Ukrainian armed forces while at the same time limiting the impact on its own armed forces. The aid for critical repair work is intended for the restoration of (energy) infrastructure, hospitals, shelter, agriculture and mine clearance. The government is also committed to humanitarian aid and support for the rule of law, human rights and accountability. Liquidity support of 18 billion euros that goes through the EU and the costs of accommodating Ukrainians in the Netherlands are not included in the reservation.
