The list was not established just like that, a group of independent experts examined some 300 mammals on behalf of the cabinet for years. The question was which of these animals are suitable as pets and in the end 30 remained.
Too dangerous as a pet
The mammals (i.e. not reptiles or birds) that are not on the list are, for example, too dangerous to have as pets. Or they are too aggressive for society. Also, some are simply not suitable as pets because they are wild animals that do not belong in a pen.
