The faction leaders of D66, VVD and CDA want to discuss the formation of a cabinet together in the next phase of the formation. This is stated in the final report published on Monday by informant Sybrand Buma. The informant advises D66, VVD and CDA to prepare an agreement. This must then become the basis of a “stable cabinet”.
According to Buma, both a minority and a majority cabinet remain possible. That is why he advises D66, VVD and CDA to also talk to other parties. “The wider, the better.”
The difficulty, also evident from the final report, remains that VVD does not want to collaborate with GroenLinks-PvdA. “This position is a given in current political relations, according to the VVD faction,” Buma writes in the final report. According to Buma, VVD realizes that, given the distribution of seats in the House of Representatives and Senate, cooperation with GroenLinks-PvdA “may also be necessary”.
D66, the largest party, continues to prefer a majority cabinet with GroenLinks-PvdA, but if that does not work, it would prefer a minority coalition. According to D66, a collaboration with two right-wing parties – in addition to VVD also JA21 – remains “less logical”.
According to Buma, CDA continues to prefer a majority coalition, without mentioning a preference for a party. According to Buma, CDA does not rule out minority cabinets with D66 and VVD or with D66 and GroenLinks-PvdA.
