JC (Judith) Boeree is appointed president of the Central Appeals Council. The Council of Ministers agreed to this on the proposal of State Secretary Rutte of Justice and Security. The appointment will take effect for the period from January 1, 2026 to February 24, 2029.
Mr. Boeree has been acting president of the Central Appeals Council since April 1, 2025. Mr. Boeree is also a state councilor in extraordinary service at the Administrative Jurisdiction Division of the Council of State and deputy judge at the Trade Appeals Board. Previously, she was a judicial board member and senior counsel at the Central Appeals Tribunal. Previously, Mr. Boeree worked as a judge at the Amsterdam District Court in various legal areas, including administrative law, immigration law and family and juvenile law.
The Central Appeals Tribunal is one of the four highest administrative courts in the Netherlands, together with the Supreme Court, the Administrative Jurisdiction Division of the Council of State and the Trade and Industry Appeals Tribunal. The Central Board of Appeal judges on appeal cases in the field of social insurance, social provisions and civil service matters. The Central Board of Appeal is also the judge in cases regarding the implementation of laws for victims of war and persecution and for appeals by judicial officials. The president, together with a judicial board member and a non-judicial board member, forms the board of the Central Appeals Council.
