The Interprovincial Consultation (IPO) believes that it should be clear in advance that there are legal risks associated with the higher nitrogen limit. That is one of the conditions imposed by the umbrella organization of provinces for the introduction of the higher lower limit for nitrogen.
The provinces also want to prevent another group of companies from encountering problems with the nitrogen policy, without the authorities knowing who they are. This is also the case with probably thousands of farms, in addition to the more than 2000 so-called PAS detectors.
The IPO is in principle in favor of an arithmetic lower limit, but has conditions attached to this. The provinces also want there to be sufficient policy that ensures demonstrably less nitrogen. This is necessary to restore nature. The IPO also believes that sufficient policy is needed to prevent much more nitrogen from being released locally.
According to a spokesperson for the association, the conditions were agreed in an administrative consultation with the Ministry of Agriculture. The provinces also want the central government to have money available to compensate them if the judge rejects the arithmetic lower limit. In that case, the provinces still have to go through the entire permit process.
