Around the construction of two padel courts on the site of tennis club LTC Zweeloo, there will be uncertainty about the noise load for the area, in particular for the nearby De Knieplanden campsite. The preliminary relief judge ruled that the decision of the municipality of Coevorden is insufficiently substantiated on the objection to the construction of two padel courts at Tennisclub LTC Zweeloo.

The padel courts are laid out on the plot at Hoofdstraat 30, largely on the site of an existing tennis court. This falls in particular within the ‘Sport’ destination and partly within the ‘Groen’ destination. A nearby campsite has objected due to possible noise pollution for its guests.

According to the court, the Commission in the decision on the objection did not address the question of whether the use of the padel courts leads to an acceptable residence climate on and around the campsite. The campsite itself and the present recreational means are not included in the sound advice. There is also a clear reasons why the area is classified as ‘quiet residential area’, while the college spoke at the hearing of a ‘mixed area’.

In addition, according to the judge, it is unclear what the noise load at the campsite will be and what that means for the accommodation climate and the business operations of the campsite owner. It is also not clear whether soundproofing facilities are needed and whether they could be effective.

Yet the judge sees no reason to outdo the padel courts for the time being. The jobs are largely within the permitted building surface and any noise -reducing measures can still be taken in the future. However, it remains unclear which noise load actually occurs and what the consequences are for the campsite.

That is why the court has imposed two provisional measures. The municipality must have noise measurements carried out through the Drenthe Drenthe during the use of the padel courts. And it is better to substantiate how the area around the padel courts should be acoustically characterized.

The noise measurements and analysis thereof must take place in August 2025. Until then, the padel courts may remain in use.
