The implementation of the social agenda of Nij Begun will start after the summer holidays. Investments are being made in supporting young people so that they do not stop their education, make additional activities in schools in the field of culture and music, poverty reduction and offering accessible help with mental problems. In addition, money becomes available for programs to improve the digital literacy of residents and to stimulate Groningen and Drents (Lower Saxon). The first people can also get started this fall with a specially created Nij Begun Baan, for residents who deserve a new opportunity to get to work.
The implementation of the social agenda is done together with involved organizations from education, the government, care and welfare and social support. These partners have a crucial role in implementation.
State Secretary Eddie van Marum (Ministry of the Interior) and Minister Eddy van Hijum (Ministry of Social Affairs and Employment): “We are very happy that the first measures from the social agenda are now starting. With these measures we give residents of Groningen and Northern Drenthe a better future perspective. The generation-long approach is investing in employment, education, well-being and reducing poverty.”
Background
The social agenda was made in close cooperation between region and rich and focuses on a better life for all residents of Groningen and North Drenthe. It is therefore about measures and its financing throughout the province of Groningen and the three municipalities of North Drenthe and not just the earthquake zone. For more opportunities for children, less poverty, good health and better quality of life. Residents, social parties, municipal authorities and the provincial government embraced the content of the agenda.
At the end of January 2025, the social agenda was presented by quartermaster Henk Nijboer in Kindcentrum Zuiderkroon in Hoogezand. Since then, the Social Agenda team has been working on the implementation of each of the sixteen measures from the agenda. The Groningen and Northern Drenthe municipal councils, provincial states and residents gave their views and the cabinet set the final social agenda on 13 June.
Start first measures
The first measures will start after the summer holidays. They often match well -functioning, existing initiatives. Some threatened to stop due to a lack of follow -up financing. The social agenda ensures that they can continue to exist, such as the enriched school day in the Hogeland and Eemsdelta.

Nij begun
With Nij Begun we are working on a beautiful, livable, safe and better future for Groningen people and residents of Northern Drenthe. The social agenda is one of the pillars of Nij Begun. This contributes to improving the quality of life, opportunities for children, health, poverty and participation. In addition to this agenda, work is also being done on the economic agenda and the insulation approach. With a total package of measures, Nij Begun brings a better future for Groningen and residents of Northern Drenthe. Tackling damage, reinforcement and recovery remains the most important priority. For many residents, this is still a necessary condition for a better future.
