The quality of life and safety are under pressure in a number of areas in the Netherlands. Residents here have to deal with a stacking of problems such as unemployment, poverty, educational disadvantages, housing problems and poor health. With the National Program for Liveability and Safety (NPLV), this problem is tackled in 20 urban areas.
From July 7, 2025, in which these areas are located, municipalities can apply for a subsidy for interventions that contribute to increasing the equality of children and young people, reintegration and preventing money worries. The cabinet makes more than € 400 million available for this.

Daarom is het zo belangrijk dat we achterstanden al vroeg aanpakken en kinderen kunnen helpen hun talenten optimaal te ontwikkelen, voor en na schooltijd. Minister Keijzer (public housing and spatial planning): “The physical living environment in vulnerable areas such as the NPLV is under pressure. That is why we are building more affordable homes, we improve the existing housing stock and invest in social facilities. But more is needed to offer residents perspective. Improve liveability in Groningen, Tilburg and Heerlen
The twenty NPLV areas work hard from the local alliances to improve the quality of life, partly with the use of the Spuk promising neighborhood.
Many children grow up in Groningen-Noord who have little or no opportunities to participate in activities in the field of sport, culture, health. For example, with the School and surroundings program, primary school Het Karrepad is organizing an extended school day for these children. In a discovery lab, a multifunctional educational room, we work together with children on creative assignments and projects during and after school days. This focuses on increasing math and language skills, technology and digitization and sports and exercise.
Tilburg Noordwest organizes activities for children from 0 to 4 years from the theme of young child who are not yet going to school. The purpose of this is prevention and guiding to preschool education. Children who otherwise do not come into contact with this, playfully develop their language and motor skills. They also learn to play with other children at a young age. The parents increase their network and come into contact with activities that their children are not yet using.
For everyone who can work, but does not yet save it on the labor market, Heerlen-Noord is investing in the above-ground vocational school. Everyone in Heerlen who can work but does not make it independently on the labor market, starts working here. The candidates receive intensive help with their development towards a paid job. Local employers are closely involved, which is good for local employment.
Coherent approach
For the Spuk promising neighborhood, resources have been bundled from the Ministries of Education, Culture and Science (€ 327 million), of Social Affairs and Employment (€ 51 million) and public housing and spatial planning (€ 30 million). Due to the bundling of the money flows, municipalities can make a request more easily on behalf of the local NPLV alliances and work on a coherent approach to stacked problems.
