The court in Den Bosch sentenced Mustapha F. (41) from Hilversum to a 120 -hour community service. At his work at the Judicial Institutions Agency (DJI) he visited confidential and sensitive information about, among others, the EBI and Ridouan Taghi and sent it to his hotmail address. With this he was able to jeopardize himself and colleagues.
In the first instance, the judiciary thought that the man was radicalized and corrupt, but there are no indications that F. has forwarded the files to others or that he can be linked to a criminal organization.
Mustapha F. worked for years for the judiciary at the National Special Assistance Unit (LBB), which perform the major operations in the field of safety. He emailed himself, among other things, procedures concerning the security of the PI Vught and the Pi Schiphol, names of colleagues, license plates, communication structures and an e-mail with information from Team Criminal Intelligence (TCI).
According to Mustapha F., he emailed himself 29 files for an investigation into the revaluation of his position. With a paper he wanted to map out what the work tasks and the corresponding risks were.
Hotmail
According to F., he could only make this paper in his own time and he had no access to the secure computers of the DJI at home, so he sent the files to his hotmail. He needed the TCI information about an escape from Taghi with a helicopter as concrete examples of safety incidents that he collected on behalf of the Integrity Committee of the Ministry of Security and Justice, F. said during the session.
The court ruled that his explanation is not unlikely. The criminal file shows that F. actually gave a presentation of his paper and that the forwarded files were mentioned therein.
But F. is punishable, the court judges. F. had no permission from his employer to send the data to himself. Furthermore, it did not show why he could not simply collect the examples of safety incidents within the secure computer environment of the DJI.
Ammunition and gas pressure gun
By emailing the non-public data to an unsecured laptop, the safety of others could be endangered. And the court finds that remarkable for someone who is used to working with the highest safety requirements.
F. is also convicted of possession of a revolver with ammunition and a gas pressure gun, which were found in a search of his home.
