The 35-year-old Raymond R. does not go into jail, but has to go to an institution for multipliers for two years. The court imposed the measure on Friday for a theft last December and robbery at the end of January on a Kruidvat on the Donk in Breda. The man has a criminal record of sixteen pages for thefts and robberies. Before that he has been in jail before, but Raymond R. always fell into his old behavior. That is why the judiciary is now taking a different approach and the man himself wants that.
Due to the robbery on the Kruidvat on January 31 this year, a 19-year-old employee became shock. She was threatened by Raymond R. with a huge knife. When the young woman opened the cash register, the man grabbed it empty. The loot was less than 250 euros, but the suffering from the employee was all the greater. After R. runs away on his bike, she only realizes what happened to her and bursts into tears with her colleague.
Traumatic
The court blames the man for only an eye for the money in the cash register and did not think about the trauma that he caused with the young employee. During the court case two weeks ago, the suspect seemed to do little. “Yes, I also had problems,” was his first reaction when the judge asked him what he thought the young woman was so upset.
Raymond R. now knows the courtroom well inside as a frequent offender. The man also has an intellectual disability and is addicted to drugs. On his now sixteen -page criminal record, there are mainly thefts and robberies, often with violence too. They are the way of getting money, but also the reason that he was in jail so often.
ISD measure
Raymond R. actually needs help, but in recent years he did not want to accept that help. Until now, his lawyer told the court. “For the first time he has the feeling that it really is no longer possible. He needs help and that is why we do not oppose the ISD measure advised by the Public Prosecution Service.”

That means that Raymond will follow an intensive process in prison for two years to ensure that he stops crime. His lawyer has been assisting him for eight years and has been fighting for the right help for her client for years. “He has such a complex problems that no clinic did not want him. We would not treat someone with the highest care indication, we heard.”
Necessary
The court fully agrees with the requirement of the OM and the wishes of the lawyer and Raymond R. himself. “It is desirable and necessary to place the suspect in an establishment for systematic perpetrators. He meets all the requirements set for it.” Furthermore, the court considers the chance that Raymond R. without this measure will soon be theft or robbery if he does not receive intensive treatment and works on all his problems.
The conviction to this so-called ISD measure is anything but without obligation, because Raymond R. must stay in the institution for the full two years to work on himself. All the time he has been in custody in prison in Vught is not deducted from the measures. Two years is really two years, in the hope that he will not be caught again and ends in jail.
What is ISD?
The ISD measure (establishment for systematic perpetrators) is a special detention measure of a maximum of 2 years for repeat offenders who constantly commit criminal offenses. They must have had at least three convictions in 5 years.
ISD is not a normal prison sentence, but an intensive process to get someone from the vicious circle of crime.
