If there is violence, street intimidation and alcohol or drug nuisance, the police can impose such a residence denial in consultation with the municipality. It does not apply to the entire center, but to specific places where the person in question has caused nuisance.
If the nuisance maker returns after these 24 hours and causes problems, heavier measures such as an area ban can be used for a longer term.
Violent incidents regularly occur in the entertainment area of the center. One of the larger incidents of recent times was The stabbing in Aprilin which three people were injured.
Covenant safely go out
This measure is part of the new covenant Veilig, which was signed last November by the municipality, the police, the fire brigade and the local hospitality industry. The aim of this covenant is to improve safety in the entertainment area by making more concrete agreements between all parties.
Earlier this year, the Hilversum City Council gave permission for an extension of the General Local Regulation (APV) and the mayor established a designation decision for areas with many hospitality industry. As a result, giving such a residence denial has now been made possible.
Such a residence denomination is already being used in cities such as Amsterdam, Haarlem and Amersfoort.
