In most cases, after abolishing the netting scheme, solar panels lead to a financial disadvantage for tenants. This is the conclusion of research into the effects of tenants of the abolition of the netting scheme as of January 1, 2027, which was jointly carried out by the Ministry of Housing and Spatial Planning (VRO), AEDES and the Woonbond. The adverse effect arises because tenants can no longer cross the electricity generated by solar panels against power consumption as soon as the netting scheme stops.
The research shows that tenants of a home with solar panels are experiencing a financially adverse effect due to the abolition of the netting scheme. Tenants pay their landlords permanent service costs every month for the use of solar panels, while the benefits of their own generation decrease. The study includes averages, but the effects can differ per household. In addition, the study does not include that tenants will benefit from the netting scheme until 2027.
Use self -generated power to the maximum
It becomes more favorable to immediately use self -generated power as much as possible. As a result, tenants have to take less electricity from the net or return it, which helps to limit the adverse financial effect. For example, by turning on the washing machine or dishwasher during the day, more self -generated energy is used by the tenant and also relieves the power grid. Together with the rental sector, the cabinet will look at how tenants with solar panels can be better informed about increasing its own consumption.
Follow-up
The cabinet monitors the abolition of the netting scheme in practice. The government will report on this within three years of the entry into force of the Saldering Regulations Act. In the second half of 2025, VRO will in any case investigate the consequences for tenants of homes with many solar panels, which are very well insulated. At these homes, the tenant pays an energy performance fee (EPV) to the landlord. The minister investigates whether the amount of the EPV is still reasonable.
