The German Bundestag has unexpectedly not agreed to the appointment of Friedrich Merz as Chancellor. The members of the Coalition parties CDU/CSU and SPD already agreed and the parties do have a majority in parliament. Merz responded in astonishment, as can be seen on video images of the mood.
