The cabinet will have a windfall of 343 million euros next year because there are fewer pupils and students than expected. This is partly because MBO students more often go to work instead of continuing their studies at HBO, the influx of international students at universities seems to be lower and HAVO students more often opt for a gap year after their final exams. This is stated in the education budget presented on Budget Day.

There is also a windfall because more MBO students are opting for the Vocational Guidance Learning Path (bbl). Students who opt for such courses are working most of the week and occasionally attend the course. According to the government, this is currently attractive due to the favorable labor market. Because the costs of a BBL student are much lower, this provides a windfall on the budget.

In 2024 and 2025, the government also expects to lose more than 300 million euros less due to declining student numbers.
