European Commission: “It is not possible to refuse EU visas to all Russians”
EU member states are internationally bound by rules when granting visas to Russian citizens. The European Commission warns that there may be humanitarian reasons that prevent Russians from being simply refused entry to the EU, including certain categories of people, including close relatives, journalists or Russian dissidents.
