LONDON – With the passing of Arsenal legend Steve Rowley (63), football has lost one of the very best scouts in Europe and the world. Football clubs in all top European countries and in South America knew they had a gem in their youngest teams when Rowley, who was also Arsene Wenger’s right-hand man for a quarter of a century, appeared on the pitch.
