From July 1, 2023, it is prohibited to be in possession of material containing instructions for the sexual abuse of children. The Penal Code will be expanded with a new penal provision that independently makes preparatory acts with a view to child sexual abuse punishable. This criminal offense prohibits the distribution, acquisition or possession of a manual containing tips and tricks for child sexual abuse. It carries a prison sentence of up to four years.

For some time now, instructional material about the sexual abuse of children has been circulating on the so-called dark web of the internet. They describe, among other things, how to ‘hunt down’ children, seduce a child and gain a child’s trust. Such a manual puts children in danger, because it is a breeding ground for the child abuser who wants to make his move.

Child sexual abuse is one of the most devastating forms of crime for the victims and those around them. Children have the right to a safe environment in which to grow up. It is horrifying and unacceptable that people are busy sharing advice on how to abuse children. Abusive situations – offline and online – must be stopped. In addition, we must also prevent children from ending up in an abuse situation as much as possible,” said Minister of Justice and Security Yesilgöz-Zegerius.

The minister therefore considers it important that more action is taken against potential child abusers at an early stage. The new penal provision broadens the range of instruments for early action.
