TNO starts a ‘Expertise Center for Heavy Work’ to support trade unions and employers in collective labor agreements on early retirement. The establishment of the expertise center follows from the agreements made by trade unions, employers and the cabinet in October 2024.

What is heavy work is determined per sector in the CAO. TNO then assesses the process that CAO parties have followed to arrive at this definition and give advice on this. With an early retirement (RVU) scheme, people with heavy work can stop working for three years earlier. Minister Eddy van Hijum of Social Affairs and Employment writes this in a letter to the House of Representatives.

Minister Van Hijum: β€œIt is important that as many people as possible can reach their pension healthily as possible. That is not easy for everyone now. That is why we have made agreements with trade unions and employers about a targeted continuation of the RVU measure for people with heavy work. At the same time we are committed to sustainable employability. We are on course with the elaboration of these agreements, so that there is a good and targeted person from next year.” ”

When determining what heavy work is, the working hours, the working conditions and both the psychosocial load, and the physical and cognitive load are looked at. The current RVU measure is an agreement from the Pension Agreement from 2019. As a result of the October 2024 agreement, this measure will be continued in a targeted by 1 January.

The agreements from the agreement are monitored annually by the cabinet and social partners. Every 3 years there is a calibration moment to determine if we are still on the right track. The use of the RVU is also considered. With the signal value of 15,000, the Cabinet and Social Partners jointly discuss the causes, the focus and adjustment.
