“The European Union will additionally adopt a sanctions list against the oligarchs, we will hit the elites of the Putin regime who benefit financially from the system,” Borrell said.

The head of European diplomacy explained that the EU authorities would take measures to identify and freeze assets owned in Europe by high-ranking Russian officials and representatives of the Russian elite close to the authorities, as well as their family members and “accomplices.” In addition, the EU will restrict the sale of “golden passports” to such persons, the possession of which allows the Russian rich to acquire the rights of Europeans, including access to the EU financial system.

“We will also engage other governments to identify illegal proceeds and stop the movement of such capital, making it impossible for these individuals to hide their assets in jurisdictions around the world,” Borrell added.
